## Key takeaways

- WHMCS is the market standard but is rented monthly and priced by active clients, from $34.95 a month for 250 clients.
- Blesta is the closest WHMCS alternative, with unlimited clients and an owned license from $350.
- HostBill sells perpetual licenses from $599 and has the widest list of integrations; Paymenter is free and MIT-licensed.
- All four can automate a control panel through modules, so check gateway support for your country before you choose.

If you want a WHMCS alternative in 2026, the main choices are **Blesta** (paid, owned or monthly license, unlimited clients), **HostBill** (paid, one-time perpetual license with a large integration catalogue) and **Paymenter** (free and open source under the MIT license). WHMCS remains the most widely supported option, but it is rented monthly and priced by active clients, so its cost grows with your business. The right pick depends on how many clients you have, which payment gateways you need and how much you value a large module ecosystem.

This article compares the four at the time of writing (October 2026) on price, features, requirements and ownership, then says who should choose which. ZoPanel ships a module for each of them, so we have no stake in which one you pick.

## Pricing at the time of writing

All prices are list prices in USD, excluding tax, taken from each vendor's pricing page in October 2026. Prices change, so check before you buy.

| Product | License model | Price |
| --- | --- | --- |
| WHMCS self-hosted | Monthly, by active clients | Plus (250 clients) $34.95/mo, Professional (500) $54.95/mo, Business (1,000) $84.95/mo; larger tiers listed |
| WHMCS Cloud | Monthly, hosted by WHMCS | Starter (25 clients) $9.99/mo, Growth (100) $25/mo, Expansion (300) $75/mo, plus per-client overage |
| Blesta monthly | Monthly, unlimited clients | Branded $17.95/mo, Unbranded $20.95/mo, Flex $23.95/mo |
| Blesta owned | One-time, unlimited clients | Branded $350, Unbranded $425, Flex $500 (1 year of updates); Lifetime $1,295; support and updates $62/year after year one |
| HostBill | One-time, perpetual | Startup $599, Enterprise $999, Data Center $1,599, All-Inclusive $5,999; update access $125/year after year one |
| Paymenter | Open source (MIT) | Free to self-host; Paymenter Cloud from $5/mo |

### What that means over three years

Take a hosting business with 300 active clients. At list price, ignoring tax and add-ons:

| Product | Plan | Three-year cost |
| --- | --- | --- |
| WHMCS self-hosted | Professional, $54.95 × 36 months | $1,978.20 |
| HostBill | Startup $599 + 2 years of update access at $125 | $849 |
| Blesta | Owned Unbranded $425 + 2 years of support and updates at $62 | $549 |
| Paymenter | Self-hosted | $0 for the software |

The software price is only part of the cost. Your time, paid modules, themes and the hosting for the billing server all count, and WHMCS's larger ecosystem can save time that a cheaper product costs you in custom work.

## The four products in detail

### WHMCS

WHMCS is the market standard, and its large ecosystem of modules, themes and developers is its main strength. It [joined WebPros in June 2019](https://cpanel.net/blog/products/welcoming-whmcs-to-webpros), the group that also owns cPanel and Plesk. WHMCS 9.1 reached general availability on 20 October 2026, adding PHP 8.4 support, invoice immutability with credit and debit notes, and unattended maintenance updates ([9.1 release notes](https://docs.whmcs.com/releases/9-1/9-1-release-notes)).

The downsides people cite when they look for a WHMCS alternative are cost and control: the license is monthly, the price rises as you pass client tiers, and the code is ionCube-encoded. If you want the biggest ecosystem and the easiest hiring, those costs are often worth it. For a step-by-step setup, see [WHMCS hosting automation](/blog/whmcs-hosting-automation).

### Blesta

Blesta is made by Phillips Data, Inc., a company founded in 2000 in Southern California ([about Blesta](https://www.blesta.com/about/)). Every license has unlimited clients and staff, and you can buy it outright, which makes it the most common "whmcs vs blesta" decision for small and mid-sized hosts. Blesta says its code "ships as readable PHP", which developers appreciate, although it still needs the ionCube loader. Blesta 6.0 was [released on 4 August 2026](https://blesta.com/2026/08/04/blesta-6.0-released/) with a new admin interface and AI features.

The trade-off is a smaller module and theme ecosystem than WHMCS. Check that your registrar, panel and gateways have Blesta modules before you switch.

### HostBill

HostBill is a commercial system sold as a perpetual license in four editions. The editions differ mainly in which integrations they include: Startup covers cPanel, Plesk, DirectAdmin and several cloud providers, while Enterprise adds PowerDNS, Proxmox, SolusVM and Virtualizor, and Data Center adds colocation and monitoring tools ([HostBill pricing](https://hostbillapp.com/pricing/)). That makes it a strong fit for VPS and data-center providers who want everything in one system.

The cost is front-loaded, and support is sold in a set number of cases per edition, with extra tickets paid. Choose the edition by the integrations you need, not by price alone.

### Paymenter

Paymenter is open source under the MIT license, runs on PHP 8.3 with MariaDB, and is built on Laravel. It includes ticketing, multi-currency, affiliates and a REST API, and offers a migration tool for importing from WHMCS ([Paymenter](https://paymenter.org/)). Its Pterodactyl integration makes it a natural fit for game-server hosting.

It is younger than the others and has fewer extensions, and there is no vendor to call when something breaks. If you can read PHP and want no license fees, it is the most flexible option.

## Vietnamese and local payment gateways

If you sell in Vietnam, you likely need VNPay, MoMo or bank transfer via QR. We could not verify official VNPay or MoMo modules from WHMCS, Blesta, HostBill or Paymenter in their own gateway lists, so do not assume any of the four supports them out of the box. Search each vendor's marketplace and third-party module developers, ask for a demo, and check that the module handles payment callbacks (IPN) correctly. As a fallback, WHMCS includes a Bank Transfer module; check the others for an offline payment option, with invoices marked paid by hand.

## Connecting billing to your control panel

Whichever billing system you choose, it needs a module for your control panel to create accounts when a customer pays and suspend them when an invoice is overdue. ZoPanel ships modules for all four, built on the same [provisioning API](/docs/provisioning-api):

| Billing system | ZoPanel module supports | Single sign-on |
| --- | --- | --- |
| WHMCS | WHMCS 8.x and 9.x, PHP 8.1+ | Login to ZoPanel button |
| Blesta | Blesta 5.x, PHP 7.2+ | Control Panel tab |
| HostBill | PHP 7.2+ | Module login action |
| Paymenter | Paymenter 1.x, PHP 8.3+ (tested on 1.5.9) | Open ZoPanel button |

Each module creates the account and first website on payment, handles suspension, termination, package changes and password changes, and uses a provisioning-only API token limited to the billing server's IP. The WHMCS module also sends an idempotency key, so a retried call does not create a duplicate account. Resellers can connect their own billing with a token from their reseller account. The modules and the API need a ZoPanel Pro license.

Two honest limits: the Blesta module is documented for Blesta 5.x, so test it on Blesta 6.0 before you upgrade; and if you need a panel module that is not listed, the API is documented in OpenAPI 3 so you can build your own. See [all integrations](/integrations) and the [WHMCS and billing modules docs](/docs/whmcs).

## Who should pick which

- **Pick WHMCS** if you want the largest ecosystem, every registrar and panel module, and staff who already know it. Budget for the client tier you will reach, not the one you start in.
- **Pick Blesta** if you want a WHMCS alternative you can own, with unlimited clients and readable code, and your modules exist for it.
- **Pick HostBill** if you run VPS, dedicated or colocation services and want many integrations bought once.
- **Pick Paymenter** if you want free, open source software, are comfortable maintaining it, or host game servers on Pterodactyl.

Whatever you pick, test the full lifecycle (order, payment, suspension, unsuspension, termination) on a staging install before you take real money. Our guide on [starting a web hosting business](/blog/start-web-hosting-business) covers the rest of the setup.

## Conclusion

WHMCS is still the safest default because everything integrates with it, but its monthly, per-client pricing is the main reason people look for a WHMCS alternative. Blesta is the closest swap with an owned license, HostBill suits infrastructure providers who want integrations paid once, and Paymenter removes license fees for teams that can maintain it.

Your billing choice does not lock in your control panel. ZoPanel works with all four, and you can try the panel itself on the [Free plan](/pricing) (3 hosting accounts, 10 websites, 10 databases, no time limit) before you upgrade to Pro and connect billing.

## Frequently asked questions

### What is the best WHMCS alternative?

For most small and mid-sized hosts, Blesta is the closest alternative: similar features, unlimited clients and an owned license from $350. HostBill fits infrastructure providers, and Paymenter is the free, open source choice.

### Is Blesta cheaper than WHMCS?

Usually, yes. Blesta's monthly licenses start at $17.95 with unlimited clients, while WHMCS starts at $34.95 a month for 250 active clients. For 300 clients over three years, an owned Blesta license costs about $549 at list price against about $1,978 for WHMCS Professional.

### Is Paymenter really free?

Yes. Paymenter is MIT-licensed and free to self-host. You pay for your own server and your time, or for Paymenter Cloud, which starts at $5 a month.

### Who owns WHMCS?

WHMCS has been part of WebPros since June 2019. WebPros also owns cPanel and Plesk.

### Can I migrate from WHMCS to another billing system?

Yes, but plan it carefully. Paymenter offers a WHMCS migration tool; for the others, check their import tools and test with a copy of your data. Stored card details usually live with your payment gateway, so ask the gateway whether they can be reused.
