## Key takeaways

- A reseller panel needs three roles, reseller packages capped by the reseller's own plan, private nameservers, branding, billing integration and clean suspension.
- cPanel/WHM has the deepest reseller tooling, but it is licensed per account and resellers' customers count, so cost rises with every account.
- DirectAdmin and ZoPanel are licensed per server, Plesk by domain count, and ISPConfig is free; HestiaCP has no built-in reseller role.
- Per-reseller branding and nameservers differ a lot, so check them before you choose.

The best reseller hosting control panel in 2026 depends on how many accounts you host per server. cPanel/WHM has the most complete reseller tooling and the widest billing support, but its licence grows with every account, including your resellers' customers. DirectAdmin gives you full reseller features for a flat monthly fee per server, ISPConfig is free and multi-server, and ZoPanel is licensed per server with resellers held strictly to their own plan. HestiaCP, often recommended as a free option, has no built-in reseller accounts.

This article lists what a reseller panel must do, compares six panels feature by feature, and works out the licence cost at 50 and 200 accounts. If you are new to reselling, read our [reseller hosting guide](/blog/reseller-hosting-guide) first; for branding details, see the [white label hosting panel checklist](/blog/white-label-hosting-panel).

## What a reseller hosting control panel needs

A panel that "supports resellers" can mean anything from a single checkbox to a full hierarchy. Check these points:

| Requirement | What to look for |
| --- | --- |
| Three roles | Administrator, reseller and end customer, each seeing only what belongs to them |
| Reseller packages | Resellers create their own plans for their customers |
| Ceiling on resellers | The reseller's plan caps the accounts, disk and resources its customers can get, with overselling as a deliberate setting |
| Per-account limits | CPU, memory and process limits per customer, so one site cannot slow the server |
| Private nameservers | `ns1.reseller.com` for each reseller, or at least for your brand |
| Branding | Panel name, logo, panel domain; per reseller or per server |
| Billing integration | A WHMCS, Blesta or similar module, ideally one the reseller can connect too |
| Suspension | Suspending a reseller suspends its customers; unsuspending restores them |
| Licence model | Per account, per domain or per server, and whether resellers' customers count |

The last row decides your margins. A licence that charges per account takes a cut of every customer your resellers sign.

## Feature comparison

The information below comes from each vendor's documentation and pricing pages at the time of writing (October 2026).

| Panel | Reseller role | Resellers create packages | Per-reseller nameservers | Branding | Billing modules | Multi-server |
| --- | --- | --- | --- | --- | --- | --- |
| cPanel & WHM | Yes | Yes, with account and resource limits ([docs](https://docs.cpanel.net/knowledge-base/accounts/guide-to-reseller-accounts/)) | Yes ([docs](https://docs.cpanel.net/whm/resellers/edit-reseller-nameservers-and-privileges/)) | Logos, colours, links | Bundled in WHMCS | One server per licence |
| DirectAdmin | Yes (Admin, Reseller, User) | Yes ([features](https://directadmin.com/features_list.php)) | Yes | Resellers can import and apply skins | Bundled in WHMCS | One server per licence |
| Plesk | Web Host edition only ([pricing](https://www.plesk.com/pricing/)) | Yes | Not checked | Logo, title, favicon | Bundled in WHMCS | One server per licence |
| ISPConfig | Yes ([features](https://www.ispconfig.org/ispconfig/)) | Not checked | Not checked | Not documented | Billing Module add-on | Yes, from one panel |
| HestiaCP | No ([forum](https://forum.hestiacp.com/t/reseller-accounts-support/282)) | No | No | Not applicable | Not bundled in WHMCS | No |
| ZoPanel | Yes (Pro) | Yes, capped by the reseller's plan | No, nameservers are per server | Panel name, server-wide (Business) | Ships its own for WHMCS, Blesta, HostBill, Paymenter | Yes, fleet |

"Bundled in WHMCS" means the panel is in [WHMCS's list of server modules](https://docs.whmcs.com/9-0/servers/server-modules/). ISPConfig and HestiaCP are not on that list. "Not checked" means we could not confirm it from the vendor's own pages, so test it yourself.

### cPanel & WHM

The most complete reseller system on the market and the one most customers already know. WHM limits resellers by a total account count or by resources, but the [cPanel guide to reseller accounts](https://docs.cpanel.net/knowledge-base/accounts/guide-to-reseller-accounts/) warns that "super privileges" and root-level "All Features" let resellers bypass those limits, so configure privileges carefully. Its weakness for resellers is cost, covered below.

### DirectAdmin

Three access levels, reseller packages, personalised nameservers for each reseller, IP allocation and reseller-level skins are all on its [feature list](https://directadmin.com/features_list.php). DirectAdmin is the common choice for hosts that want cPanel-style reselling at a flat price per server. Our [DirectAdmin vs cPanel comparison](/blog/directadmin-vs-cpanel) goes deeper.

### Plesk

Plesk is strong for agencies and Windows hosting. On its pricing page, **Reseller Management** is ticked only for the Web Host edition; Web Admin and Web Pro do not include it. If you resell on Plesk, budget for Web Host.

### ISPConfig

Free (BSD licence), with administrator, reseller and client logins, mail, DNS (BIND and PowerDNS) and management of several servers from one panel, per [its site](https://www.ispconfig.org/ispconfig/). It suits technical teams comfortable with its interface. For billing, ISPConfig lists a Billing Module among its add-ons; it is not one of WHMCS's bundled modules.

### HestiaCP

A good free panel for web, mail and DNS, but not for reselling: there is no reseller role. A [forum thread](https://forum.hestiacp.com/t/reseller-accounts-support/282) about reseller support has been in "discussion-state" since 2019, with the team noting it would need rewrites of the CLI. Choose it for your own sites or direct customers only.

### ZoPanel

Administrator, reseller and customer roles on a Pro licence. A reseller's package is a hard ceiling: resellers cannot create a package with more RAM, CPU, PHP workers or shell access than their own, and the total disk and websites of all their customers must fit in their plan unless you turn on **Let resellers oversell** ([reseller docs](/docs/reseller)). Suspending a reseller suspends all of its customers, and unsuspending brings back only those suspended with it. Resellers can connect their own WHMCS, Blesta, HostBill or Paymenter with a token that only sells their own packages ([billing modules](/docs/whmcs)).

Where ZoPanel is weaker: nameservers are configured per server, not per reseller, and white-label replaces the panel name for the whole server, needs a Business licence that is not on the public pricing page, and does not include logo upload. If each reseller needs its own brand and nameservers on a shared server, cPanel or DirectAdmin do that today.

## Licence cost at 50 and 200 accounts

The table assumes all accounts, including resellers' customers, sit on one server, and uses list prices from each vendor's pricing page at the time of writing (October 2026), excluding VAT.

| Panel | Licence used | 50 accounts, per year | 200 accounts, per year |
| --- | --- | --- | --- |
| [cPanel & WHM](https://cpanel.net/pricing/) | Premier: $69.99/month for 100 accounts, $0.49 per extra | 12 × $69.99 = **$839.88** | 12 × ($69.99 + 100 × $0.49) = **$1,427.88** |
| [DirectAdmin](https://www.directadmin.com/pricing.php) | Standard: $29/month, unlimited accounts | 12 × $29 = **$348** | 12 × $29 = **$348** |
| [Plesk](https://www.plesk.com/pricing/) | Web Host VPS: €31.38/month, unlimited domains | 12 × €31.38 = **€376.56** | 12 × €31.38 = **€376.56** |
| ISPConfig | Free | **$0** (billing add-on extra) | **$0** (billing add-on extra) |
| HestiaCP | Free | **$0**, but no reseller accounts | **$0**, but no reseller accounts |
| ZoPanel | Pro: $49/year, or $199 once, per server | **$49** (or $199 lifetime) | **$49** (or $199 lifetime) |

Notes on the numbers:

- **cPanel:** the Solo, Admin and Pro tiers stop at 30 accounts, so 50 accounts already need Premier, which the pricing page lists as billed monthly. Resellers' customer accounts count toward the total.
- **DirectAdmin:** Lite (10 accounts) is too small, so Standard is the realistic tier. DirectAdmin advertises bulk discounts from four Standard licences.
- **Plesk:** shown in euros because that is how the page displayed it to us; the price is for a VPS licence, and dedicated-server licences are priced separately. Plesk counts domains, not accounts.
- **ZoPanel:** the price does not change with accounts. White-label is a separate Business licence, priced on request, so add that if you need your own panel name.
- None of these include CloudLinux, Imunify360, LiteSpeed, WHMCS or other add-ons.

Over three years at 200 accounts, that is about $4,284 for cPanel (3 × $1,427.88), $1,044 for DirectAdmin, and $147 (yearly) or $199 (lifetime) for ZoPanel Pro. Whether 200 accounts fit on one server depends on the hardware and sites; ZoPanel's requirements page lists measured capacity on 3 GB and 4 GB VPS.

## Which panel to choose

| Your situation | Best fit |
| --- | --- |
| Customers expect cPanel; you sell reseller plans to other hosts | cPanel & WHM |
| cPanel-style reselling with per-reseller nameservers and skins, flat price | DirectAdmin |
| Windows or agency workloads, few resellers | Plesk Web Host |
| Free, technical team, several servers from one panel | ISPConfig |
| No resellers, only your own sites or direct customers | HestiaCP |
| Linux VPS, strict reseller ceilings, billing modules for resellers, per-server price | ZoPanel |

If you are moving from cPanel or DirectAdmin, ZoPanel imports their account backups with sites, databases and mail. See [reseller features](/features/reseller) for an overview.

## Conclusion

There is no single best reseller hosting control panel. cPanel leads on features and familiarity but costs the most as accounts grow. DirectAdmin is the strongest flat-priced commercial option, especially if resellers need their own nameservers and skins. ZoPanel suits hosts who want strict per-reseller limits, built-in billing modules and a price per server, with the caveat that branding and nameservers are server-wide. Before committing, run a real reseller and a few customers on a test server. ZoPanel's [Free plan](/pricing) (3 hosting accounts, 10 websites, 10 databases) lets you test hosting and packages; reseller accounts need Pro.

## Frequently asked questions

### Which control panel is best for reseller hosting?

cPanel/WHM and DirectAdmin are the most established, with full reseller hierarchies and per-reseller nameservers. DirectAdmin is usually cheaper at scale because its Standard licence has unlimited accounts. ZoPanel is a newer per-server option with strict reseller limits and its own billing modules.

### Does HestiaCP support reseller accounts?

No. HestiaCP has no built-in reseller role. A request for it has been discussed on the HestiaCP forum since 2019, with the team noting that it would require rewriting parts of the CLI.

### Do resellers' customer accounts count toward a cPanel licence?

Yes. cPanel licences by the number of accounts on the server, and accounts created by resellers count too. At the time of writing, Premier covers 100 accounts for $69.99 a month, plus $0.49 for each extra account.

### Can each reseller have its own branding in ZoPanel?

Not fully. ZoPanel's white-label panel name applies to the whole server and needs a Business licence. Each reseller can set its own welcome email and support link, but if you need a different panel name or nameservers per reseller, use one server per brand.

### Can resellers connect their own WHMCS to ZoPanel?

Yes. A reseller creates a provisioning API token on its own account and uses it with the ZoPanel module for WHMCS, Blesta, HostBill or Paymenter. That billing system only sees the reseller's packages and customers, within the reseller's plan.
