## Key takeaways

- There is no single best free control panel; pick the one built for the work you do.
- HestiaCP and Virtualmin GPL are open source with mail and DNS included; CloudPanel is free but has no mail server.
- Popular free panels have had serious vulnerabilities, so update speed and locking down panel access matter as much as features.
- ZoPanel Free runs 10 websites and 10 databases with per-account isolation, and upgrades per server when you outgrow it.

There is no single best free hosting control panel for everyone. If you want traditional hosting with mail and DNS and a fully open-source stack, **HestiaCP** or **Virtualmin GPL** are safe choices. If you only run web apps (PHP, Node.js, Python) and keep email elsewhere, **CloudPanel** is lean and focused. **aaPanel** and **CyberPanel** are popular and feature-rich but need close attention to security updates. And if you want every site isolated and a clear upgrade path for selling hosting, **ZoPanel Free** is worth a try.

This article compares six free panels on the criteria that matter when you run a VPS: what "free" actually means, supported operating systems, mail and DNS, isolation between sites, and security track record. We make ZoPanel, so we have an interest; every fact about other panels comes from their own sites or public sources **at the time of writing (October 2026)**. Check each vendor's current documentation and pricing before you decide.

## What does "free" actually mean?

Three different models hide behind the word, and they decide what you pay later:

- **Fully open source.** The whole panel is free software (for example GPLv3), with no paid edition holding back features. HestiaCP is in this group. You can use it, change it and patch it yourself; support comes from the community.
- **Free core plus a paid edition (freemium).** The core is free and advanced features sit in a Pro tier. aaPanel, Virtualmin (GPL and Pro) and CyberPanel (free core, paid add-ons) work this way.
- **Free with a size limit.** Most features work, but the number of websites or accounts is capped and a few business features need a paid plan; above the cap you buy a license. ZoPanel Free works this way.

None is better in every case. The useful question is: **when your site count triples, what will you pay, and to whom?**

## How to choose the best free hosting control panel

Score each candidate against these questions, in your own order of priority:

1. **What do you host?** A few of your own sites, an agency's client sites, or shared hosting for paying customers? A panel for one user is very different from a panel for dozens.
2. **Do you need mail on the same server?** Self-hosted mail needs Postfix or Exim, Dovecot, DKIM, spam filtering and a clean IP. Some panels deliberately leave it out.
3. **How are sites isolated?** Does each site get its own Linux user, its own PHP processes and its own CPU and memory limits? Can a hacked WordPress site read another site's files?
4. **Operating system and architecture.** Does it support Ubuntu 24.04, Debian 12/13 and ARM64 servers?
5. **Security and updates.** Has the panel had serious vulnerabilities, how fast were they fixed, and does it support two-factor authentication and IP restrictions for the admin interface?
6. **Upgrade path.** When you need reseller accounts, WHMCS integration or off-site backups, do you have to switch panels?

## Each panel, fairly

### HestiaCP

HestiaCP is an open-source panel [released under GPLv3](https://hestiacp.com/docs/introduction/getting-started.html), descended from VestaCP. The default installer sets up a complete hosting stack: web server, PHP-FPM, MariaDB, mail (Exim, Dovecot, SpamAssassin, ClamAV), DNS (BIND), FTP and Fail2Ban. The documented minimum is 1 GB of RAM without SpamAssassin and ClamAV.

**Strengths:** completely free, no site limit, an active community, a classic hosting panel feel. **Consider:** no official commercial support; strict per-account resource limits or Docker apps take extra work.

### CloudPanel

CloudPanel describes itself as a free control panel for PHP, Node.js, Python, static sites and reverse proxies, on both x86 and ARM64. Its documentation asks for at least 2 GB of RAM. Notably, [CloudPanel deliberately has no mail server](https://cloudpanel.io/docs/v2/frontend-area/e-mail) to stay lightweight, and recommends an external mail service.

**Strengths:** clean, fast, well suited to a developer running a few apps on one VPS. **Consider:** no mail, no DNS server, not aimed at multi-customer hosting.

### aaPanel

aaPanel is the international edition of BT Panel and is very popular in Asia. Its download page says the core functions (sites, file management and so on) are free and usable without registration, with a minimum of 512 MB of RAM. A Pro edition adds advanced features; at the time of writing the download page advertised a lifetime Pro promotion at USD 399. Check their site for current pricing.

**Strengths:** lots of tools in one interface, a one-click app store, easy to start with. **Consider:** compare the OS list in its FAQ with the distribution you plan to use, and note its published CVEs (see the security section below). We cover the options in more depth in [aaPanel alternatives](/blog/aapanel-alternative).

### CyberPanel

CyberPanel is an open-source panel built around OpenLiteSpeed, with email and DNS, plus paid management add-ons. **Strengths:** a good fit if you want the LiteSpeed ecosystem and LSCache for WordPress. **Consider:** in October 2024 a critical CyberPanel vulnerability was exploited at scale (details below); if you use it, update promptly and keep the panel port off the public internet.

### Virtualmin GPL

Virtualmin is a hosting module on top of Webmin, with a free GPL edition and a paid Pro edition. Its automated installer supports Debian, Ubuntu, AlmaLinux, Rocky Linux and RHEL. **Strengths:** very flexible, mature, broad distribution support. **Consider:** a dense interface with many options; better suited to administrators than to beginners.

### ZoPanel Free

ZoPanel Free runs **10 websites, 10 databases and 3 hosting accounts** on one server, with no time limit and no key. Almost everything works on Free: automatic Let's Encrypt SSL, WordPress tools (safe updates with automatic rollback, staging), page cache, firewall, WAF, malware scanning, backups on the server's disk, multiple PHP versions, and optional components such as mail, DNS and Docker. Pro is needed for reseller accounts, remote backups to S3 and API tokens (and so the WHMCS integration and provisioning API); the S3 object storage component works on Free with one bucket. White-label (your own panel name) is part of a Business license; contact us for it.

**Strengths:** the web panel does not run as root, every account has its own systemd sandbox with CPU, memory, process and I/O limits, and Docker apps run in user namespaces. **Consider:** ZoPanel runs only on Ubuntu 22.04/24.04 and Debian 12/13, needs a fresh server, and has a younger ecosystem than the established panels. Free has no reseller accounts.

## Security track record: the question you cannot skip

A control panel holds the keys to the whole server, so a panel vulnerability is usually the most serious one on the machine. Some public examples:

- **CyberPanel, CVE-2024-51567:** an authentication bypass leading to remote command execution in versions up to 2.3.6 and unpatched 2.3.7. It was [exploited in the wild in October 2024](https://nvd.nist.gov/vuln/detail/CVE-2024-51567) by the PSAUX ransomware campaign and added to CISA's Known Exploited Vulnerabilities catalog.
- **aaPanel:** CVE-2022-26252 (version 6.8.21, directory traversal exposing root's SSH private key) and CVE-2026-29859 (version 7.57.0, arbitrary file upload leading to code execution, published March 2026).

This does **not** mean those panels are worse than others. All large software has bugs, paid panels and ours included. What matters is how quickly fixes ship, what an attacker gets from a successful exploit, and whether you reduce exposure. With **any** panel:

1. Turn on automatic updates, or apply security releases the day they ship.
2. Restrict which IPs can reach the admin interface (firewall or the panel's allowlist), or reach it only through a VPN or SSH tunnel.
3. Enable two-factor authentication for every admin and change the default login name.
4. Keep backups **off the server**, so ransomware does not take them too.

We explain why ZoPanel keeps its web panel away from root in [Why a hosting control panel should never run as root](/blog/secure-hosting-panel-architecture).

## Which panel fits your situation?

| You are | Start with |
|---|---|
| A developer with a few Node.js, Python or PHP apps, email on Google Workspace or similar | CloudPanel or ZoPanel Free |
| A self-hoster who wants classic open-source hosting with mail and DNS | HestiaCP or Virtualmin GPL |
| An agency hosting client sites, needing staging and safe WordPress updates | ZoPanel Free (move to Pro past 10 sites) |
| Planning to sell hosting, needing resellers and WHMCS | Try ZoPanel Free, then compare Pro with cPanel or DirectAdmin |
| Committed to the LiteSpeed ecosystem | CyberPanel, with a strict update routine |

If cPanel pricing is what started your search, [choosing a cPanel alternative](/blog/cpanel-alternatives-2026) goes deeper into the cost model.

## Trying ZoPanel Free on a VPS

ZoPanel installs with one command on a fresh Ubuntu or Debian server (1 GB of RAM to try it, 2 GB or more for real sites):

```bash
curl -fsSL https://get.zopanel.net | sudo bash
```

The installer verifies the release's Ed25519 signature and SHA-256 checksum before installing, updates the system, turns on automatic security updates, and configures UFW and Fail2ban. When it finishes, sign in at `https://YOUR-SERVER-IP:8888`. All options are in the [installation guide](/docs/install).

Three things to do right after signing in:

1. **My account:** change the password, pick a login name other than `admin`, and turn on two-factor authentication.
2. **Settings → General:** set the administrator email and a panel domain to get a Let's Encrypt certificate for the panel.
3. **Websites → New website:** choose WordPress, PHP, Laravel, HTML, Node / Proxy or Git deploy.

When you need more than 10 sites, Pro is **USD 49 a year** for unlimited websites on one server, or **USD 199 once** for a lifetime license (a launch offer). Prices may change, so check [pricing](/pricing) and the [licensing docs](/docs/licensing). If a yearly license lapses, the server falls back to the Free limits and nothing is deleted.

## Evaluate it yourself in an afternoon

Comparisons are no substitute for trying. A compact routine:

1. Rent two small hourly VPS servers and install the two panels you are torn between.
2. Create the same real WordPress site on both, with SSL and caching on.
3. Do what you do every week: add a domain, create a database, restore a backup, update plugins.
4. Test isolation: create two accounts and try to read one account's files from the other.
5. Check which user the panel runs as (`ps -eo user, cmd`) and which ports face the internet (`ss -tlnp`).
6. Note the time and number of steps. The best panel is the one that makes your routine tasks fast, safe and unsurprising.

## Conclusion

Free hosting control panels in 2026 are good enough for most needs, but each is optimised for a different kind of user. Choose by the work you do every day, look hard at the security record, and think ahead about cost as you grow. If you want a panel with per-account isolation built in and per-server licensing when you scale, install [ZoPanel Free](/docs/install) on a test VPS.

## Frequently asked questions

### What is the best free hosting control panel in 2026?

It depends on your needs. HestiaCP and Virtualmin GPL suit classic open-source hosting with mail and DNS; CloudPanel suits developers running apps with external email; ZoPanel Free suits people who want per-account isolation and may sell hosting later. Test two candidates on a real VPS before deciding.

### Are free control panels secure?

Being free does not make a panel less secure than a paid one; both kinds have had vulnerabilities. What matters is prompt updates, restricting access to the admin interface, two-factor authentication and backups stored off the server.

### What are the limits of ZoPanel Free?

ZoPanel Free allows 3 hosting accounts, 10 websites and 10 databases on one server, with no time limit. Reseller accounts, remote S3 backups and API tokens (used by WHMCS) need Pro, and S3 storage is limited to one bucket on Free; everything else, including multiple PHP versions, works on Free.

### Which free panels include a mail server?

HestiaCP, Virtualmin GPL and CyberPanel include mail, and aaPanel offers a mail server as an add-on app. ZoPanel provides a mail server (Postfix, Dovecot, Rspamd, DKIM) as an optional component. CloudPanel has no mail server and recommends an external provider.

### Can I sell hosting with a free control panel?

Yes, if the panel isolates customers well and you have solid backup and update routines. Once you need resellers, billing automation and support, compare per-server and per-account license costs before choosing.
